  • If you are entering Kalibo Airport, choose the front seat as much as possible when you check in at the departure airport. If you sit at the back seat and get off the plane late, it will take quite a long time in the immigration.

Entry Rules for Minor Children Under 15 Years Old

The information below is provided for the minimum guidance on entering the Philippines, and the Philippine Department of Tourism is not responsible for the entry of travelers.
Entry regulations are subject to change at any time, so please check the latest entry regulations of the Philippine Bureau of Immigration (BI).
To prevent crimes against minors, the Philippines in principle does not allow entry of minors under 15 years of age who are not accompanied by a parent.
Children under 15 years of age (below 15 years of age) cannot enter the Philippines alone and must be accompanied by [ a parent (person with parental authority) or legal guardian ] or [ a guardian with parental consent ] to enter the Philippines.
  • The age of the minor is calculated based on the date of entry into the Philippines. Please check whether the child is under 15 years old (0–14 years old) as of the date of entry.
  • Minors aged 15 and over may enter the Philippines alone without a guardian. However, if the child is not a Korean national, additional documents such as parental consent may be required.

When Accompanied by a Parent Not required when traveling with father (same family name)

In the Philippines, parentage is verified by the family name on the passport. Even when accompanied by a parent, entry is only permitted if the parent can prove they are the legal guardian. If only the mother accompanies the child, or if the guardian and child have different family names, the parent-child relationship must be proven through documents such as an English family register or English resident registration.

Even when both parents accompany the child, the immigration officer may request a family relationship certificate at their discretion. It is recommended to prepare documents that can prove family relationship even when the father accompanies the child, just in case.
  • The resident registration or family relationship certificate must be prepared in English. A Red Ribbon (notarization) from the Philippine Embassy in Korea is not required.
  • The names on the family certificate must exactly match the English spelling on the passport.
  • If the father and child have different English family names on their passports, documents proving guardianship are required.
  • English Family Relationship Certificate: The English certificate of family relationship displays information about the individual, parents, and spouse.
    Since information about children is not displayed, it must be issued under the minor child's name (not the guardian's) to show the family relationship.
    You can also apply online through the Supreme Court Electronic Family Relationship Registration System (efamily.scourt.go.kr).

When Accompanied by a Non-Parent Guardian

Under the unaccompanied minor entry regulations, if a child under 15 enters the Philippines with a guardian who is not a parent (person with parental authority) or legal guardian, documents such as parental consent and family certificates are required.

  • If the child is entering the Philippines with siblings, grandparents, or relatives: If the parents are not entering together, the 'unaccompanied minor entry regulations' must be followed.
  • If using the airline's Unaccompanied Minor (UM) service: Additional documents such as the UM service application may be required according to the airline's regulations.
    Please contact your airline for the required documents.
Depending on individual circumstances, additional documents beyond those listed below may be required. Please contact the Philippine Embassy in Korea to confirm the required documents.

1. Affidavit of Support and Consent

There is no designated format for the Affidavit of Support and Consent. It should include details such as the parents entrusting the child to a designated escort and that the parents will cover the travel expenses during the stay in the Philippines.

If written in Korean, a notarized translation will be additionally required, so it is recommended to write the document in English from the beginning and have it notarized. Please download the attached parental consent form, fill in the details, and have it notarized. (Include financial details when preparing notarized documents)
